Opening Lecture - Legislative and social context 1) Scientific legislation in Spain. What is the Law of Science (Talk). Antecedents and writing process of the Law of Science in 1986. Political, Scientific and Social context. Virtues and faults of the development of this law. From 1986 to 2008: legal, scientific and social context evolution. Possibilities for the writing of the new Law of Science. Agents involved in the writing process.
Thursday morning (9 – 13:30h) 2) The Spanish scientific system in the world (Round table). Spanish scientific system in the framework of the European Union. Global situation of research. Consideration and recognition of the Spanish science work in the world. Spanish research and Spanish researchers in the world ranking: proposals for improving it. The scientific career in Spain and in the nearby countries. Chances and difficulties of hosting foreigner researchers in our research groups. Proposals for the future 3) Organization of a R+D+i network towards the SMEs (Round table). Society visualizes the impact of research when it is transmitted in a tangible and final product. The required time to transform the result of a investigation in a product uses to be long and not free of risk. Who has to assume these risks? When the business network is mainly formed of SMEs, can they assume the transference risks? What is the role of the public powers? Do they have to legislate a lot or just a little? Thursday afternoon (15:30 - 19:30h) 4-5) Needs of the Spanish Science System for the new Law of Science (Workshop). Workshop: post-its dynamic in little groups about 4-5 issues in parallel (Science as a profession; Popularization of Science; Science economics, Evaluation and quality). Each group will start with a moderator presentation. The specific proposals of each group, organized in themes, will be debated and will define the global conclusions with the participation of all the assistance. Friday morning (9 – 13:30h) 6) Living of Science in Spain: problems, threats and opportunities of the new Law of Science (Round table). Brief exposition of the moderator of the round table about problems of the situations in Spanish science. A presentation of extreme situations, while problems in the pre- and post-doctoral stages are related. For the speech turns of the speakers, a "59 seconds" scheme will be used, stimulating the limited and specific speeches. With 5 or 6 speakers and a battery of previous questions, related with the problems and possible solutions (in Law of Science or other issues). 7) Coordination among autonomics and state government in scientific policy (Round table). Economic-scientific system in Spain: state competency and its possible transfer to the regional governments in basis of the autonomic statutes. Practical subjects: onlap of scientific calls for contracts, research projects, etc. Preference for some research areas: benefits, opportunities and disadvantages. Regional speciality in subject areas: possible onlaps and solutions. Friday afternoon (15:30 - 19:30h) Closure speech 8) Scientifics in society development.
