President Obama on Monday proposed budget increases for the leading sources of federal money for university research, including the National Institutes of Health and the National Science Foundation, setting up a showdown with Republicans seeking steep governmentwide spending cuts. Declaring an exception to what both parties see as an overall need for painful reductions in domestic spending, Mr. Obama issued a budget recommendation for the 2012 fiscal year in which nondefense research and development would total $66.8-billion, or 6.5 percent higher than fiscal-2010 levels.
